People who damage sensitive dunes or leave unauthorized items behind on Huron-Kinloss beaches could soon be responsible for the cost of cleaning up the damage.
Township council has supported changes to its Beach Management By-law that would strengthen enforcement and allow the municipality to recover costs when staff have to remove abandoned items or rehabilitate damaged shoreline areas.
Huron-Kinloss says the changes are being proposed after staff noticed more cases involving abandoned property that was not voluntarily removed and unauthorized alterations to sensitive dune areas.
The municipality says the goal is to make sure cleanup and restoration costs can be charged to the person responsible "rather than the general tax base."
The township has regulated activities along its Lake Huron shoreline through its Beach Management By-law since 2021.
Existing restrictions will remain in place, and the proposed amendments do not add any new prohibited activities.
Instead, the changes would provide clearer procedures for restoring damaged shoreline areas and give municipal staff additional enforcement options when violations continue.
Huron-Kinloss says education will continue to be its first approach to beach-rule compliance, noting that “education remains the primary approach to encouraging compliance.”
The municipality has used signage, brochures, newsletters and social media to inform residents and visitors about its beach rules.
Huron-Kinloss also expanded its summer by-law patrol program this year, with officers monitoring beaches for issues including abandoned items and garbage, along with dog and parking violations.
The proposed Beach Management By-law amendments were supported by council at its August 5 Committee of the Whole meeting. The amendments still require approval in principle from the Ministry of Natural Resources before moving ahead.
